chore: update dependencies

This required a change to OSV, as the "affected" field is now `Option<Vec<_>>` instead of just `Vec<_>`. The sha2 implemention dropped the `LowerHex` trait, requiring to use `HexDisplay` as a replacement: RustCrypto/hashes#102 (comment)
