Create a job that updates the cononical transcripts in pred file for IGV

If we continue to recommend use of build37, can we update these? I think we are already on the last Ensembl transcript build for human genome reference build37?

@malachig It's the lighter-weight CIViC gene file that needs regular updating. The All-Genes file doesn't star the canonical transcript.
