Email tracking

We need to evaluate methods for taking new email threads to the civic help alias and turning them into trackable issues for assignments and response time management.

@acoffman stoically volunteered to take on this challenge and provide a recommended practice.

It looks like there is an RSS feed of topics available here: https://groups.google.com/forum/#!aboutgroup/civic-help

that can likely be plugged into some sort of automation. We will likely want to screen out @wustl emails in addition to only logging new topics, otherwise lots of the messages that are someone CC-ing the mailing list into a thread will get github issues and that may not be desirable.
