[2021-10-07] Build GraphQL.js implementation of "description on executable definitions"

Lee: I like this; this is very aligned with one of the principles of GraphQL - documentation as a first class concept.
Ivan: no-one opposed to moving it to stage 1; I'll aim to build a GraphQL.js implementation by next WG.
