Thanks for the clarification.
Indeed, the tree column was empty, and I fixed it with an SQL query. I believe this happened after I recently changed my hosting provider, and during that process, I migrated the existing user database volume to the newly created tree. Now both the administrator and the owner are successfully receiving email notifications.

But why doesn't the user receive a tree ID when registering a new user through the registration form?
