I'm working on #3127 to upgrade the dependencies. After this, the autoformat-out-wpt build step doesn't do anything.
It's not very important so I'm going to land it with a MAINTENANCE_TODO.

Part of the problem here may be that we're still using both prettier and eslint. They can sort of conflict with each other. Might be able to stop using prettier?
