Subject: [PATCH] Drop text on CG to align with the WG operating mode (#24)

All technical work now takes place in the GPU for the Web Working Group. This
update adjusts the text accordingly, noting the expectation that the Community
Group helps progress other parts such as the test suite, code examples and
tools, etc.
