Investigate if we need scorecard check

Scorecard check [has been failing](https://github.com/googleapis/google-cloud-java/actions/runs/19339016837/job/55322042174) for a while. It is disabled in https://github.com/googleapis/google-cloud-java/pull/11791 for now but we need to investigate if we still need it.
