It should fall back to 2D canvas in this situation. Also check IE <11 as the canvas fallback is required there too.

Until this is fixed, Safari users can work around the issue by enabling WebGL in the "Develop" menu (if you don't have a "Develop" menu you can get one by selecting a checkbox in Preferences->Advanced).
