Refactor MatchMatrix and its supporting structs to matcher_support/match_matrix

This moves the private implementation of the Ford-Fulkerson container-matching logic to matcher_support. The intent is to make it possible to reuse MatchMatrix for container_eq(). PiperOrigin-RevId: 706823520
