I cannot reproduce 1.24.0+dev-313-g950abfe8ee. I triend on MSSQL and PostgreSQL.

I can reproduce it. It seems it's related to bleve indexer engine. If you switch to

[indexer]
ISSUE_INDEXER_TYPE = db

It will be resolved.
