Ona: Environment takes more than 15 minutes to launch when trying to re-open after inactivity

Bug description

My team is unable to use Ona as our environment takes more than 15 minutes to re-activate after becoming inactive.

Steps to reproduce

1. Login to Ona
2. Navigate to my project's last active environment
3. Switch the environment state to "Running"

Looking at Ona system logs we lose 15m in "devcontainer" - can I get a breakup of the time for this task?

This is a blocker for us to switch out of Gitpod Classic and use Ona.
