Having the same issue here. It does seem to be preventing the program from actually working correctly.

I'm just having an issue with it downloading the file, I'm wondering if it's because the ssl cert has expired.

This looks to be the issue described above

This doesn't happen if I download the file myself from the website.

Looks like it happens again further down. I think it's because it is appending to the file using WriteLine instead of Write, causing the previous write to append a newline when the buffer is full.
