Support autoscaling estimates

Provide a way to specify min and max replicas and use that to provide upper and lower bounds to the cost.

Provide a way to specify estimated usage as a percentage to provide a single estimate:

* min = 1
* max = 10
* usage = 60%
* calculate costs for 6 replicas
