Discuss best ways to collect info on (and build) Gambit community (users & contributors)

We may want to come up with a strategy for collecting some of the following information:

• Who and how many people are using Gambit
  • Which tools (PyGambit, CLI, & GUI)
  • Which versions
• What are people using Gambit for?
  • Teaching vs research
  • Which research domains?
  • Do we want a full list of publications?

On the citing page it says we'd like to hear about how people are using Gambit, but there's no info on best way to communicate that. So a related question is how should the community be managed and what are the best channels? Some considerations:

• Where should maintainers make announcements & where can community members discuss things or raise issues?
  • Currently there is:
    • GitHub issues & discussions
    • Twitter/x (How is this being used currently?)
  • Possible options to look at:
    • LinkedIn posts
    • Slack community workspace
    • Mailing list
• What kind of announcements should be made by maintainers?
  • New package releases (related to [Documentation]: Improve & automate release notes to not rely on GitHub #712)
  • New tutorials
  • New paper releases
  • Requests for contributions?
