Add high level phenotype (counts and observations per phenotype) data to response.

This implies to have a decision on the way to describe a phenotype inside the Beacon. Currently, we should have the poor-man solution of using the info fields, but we don't have the info in the BeaconAlleleResponse object :-(

In the near-medium future, we would leverage the work done in the Biomedical Beacon and the GA4GH CP WS, but I guess that we should have to imagine a interreign solution, as they are still somewhat far.
