chore(lint): disable linter when solidity versions are not supported by solar

## Motivation

solar has compatibility with the latest Solidity language breaking version (0.8.*), so linting projects that are older results in errors like the ones reported in https://github.com/foundry-rs/foundry/issues/11668#issuecomment-3376414455

## Solution

we should disable `lint_on_build` for older solidity version
