How to debug why it is not being highlighted?

I'm trying to reproduce or find the reason why TODO comments are not being highlighted in rust files but I'm not sure how. I've tried making a minimal config with the only LSP and todo comments enabled and it is working there, but not in my config. It does work for lua files and all other filetypes I tried, so it is for sure something related to my rust setup.
