[New Country] Add support for Ireland

Goal: Implement a backend data adapter for Ireland.

Requirements:
We need to connect to an official API to fetch:

1. Legislation: Text (PDF/HTML) + Status.
2. Members: Names, Parties, Photos.
3. Voting Records: Who voted how.
