Rethink empty states

Their API is pretty awkward. An empty state usually has calls to action, which it's harder to add when relying exclusively on i18n (e.g. a button to add a new item if it's empty, or to clear the filters if it's a restrictive search).

We also might want completely separate empty state objects for filtered data vs blank slates. Maybe?
