Remove PathHelper class and related utilities

The `PathHelper` class has been completely removed, including all its methods and properties. This affects various path manipulation utilities such as `IsDirectory`, `IsFile`, `Combine`, and others. Additionally, constants for path separators and root directory paths have also been deleted.
