Bookmark sync not triggering on browser launch — bug or intended behavior?

Is there supposed to be a feature that syncs bookmarks on browser launch/start, regardless of the setting to sync on changes/schedule?

I currently have sync set to "on changes" and was seeing the X missed syncs notification with a note about the last sync being days ago, so I was wondering whether this is working as intended or if it's a bug.

Thank you for writing! This would be intended behavior. If you have it set to "sync on changes" and you didn't change anything, it will not sync, even if you restart the browser.
