Thanks for the report, You will need to be on a admin account, If you are there isn't anything we can do about this as it a Windows issue that requires reinstalling Windows.
To set Files as the default app, your user account must have administrator privileges. If it does and you’re still encountering issues, the permissions for the WindowsApps folder might be corrupted. Unfortunately, the most reliable way to fix these permissions is to reset Windows.

Steps To Reproduce
1.Open the settings.
2.Open the advanced options.
3.Turn on the "Set Files as default file manager" option.
