[Suggestion] local max output chars name change

Currently the local max output chars is "THANOS_LOCAL_MAX_OUTPUT_CHARS", which is inconsistent with the name of the Smith project. THANOS_LOCAL_MAX_OUTPUT_CHARS is the name of the env var controlling output truncation in .env.example and config.py

Suggestion:
THANOS_LOCAL_MAX_OUTPUT_CHARS --> SMITH_LOCAL_MAX_OUTPUT_CHARS
