Release a new version of the Kats

It would be nice to have a new release of the Kats.

Right now the Kats could be installed only in a minimal mode MINIMAL_KATS=1 and only form GitHub repo and only for Python 3.9.

The other options make my terminal cry.

For my experiments I used a fork and some patches, and following command might help you if you want to experiment with Kats (use your own fork):

MINIMAL_KATS=1 pip install --upgrade --force-reinstall git+https://github.com/facebookresearch/Kat@dev

in general the Kats looks very promising, but a lot of work to be done.

Hi I use python3.12 and my installing method works

1. cd Kats
2. (delete all the versions number of requirements.txt and test_requirements.txt, like change 'numpy>=1.21,<1.22' to 'numpy', it's important to avoid the package conflicts )
3. export MINIMAL_KATS=True (optional )
4. pip install -e .
   then it works! Don't pip install kats as README mentioned for it will cause package conflicts!
