[Miscellaneous] Setting lower bound for EIP-1559 base fee

Issue Description

It looks like Optimism mainnet has a lower bound of 0.005 for the base fee. How is that handled? I would have expected to see a config value for it in https://github.com/celo-org/op-geth/blob/celo4/consensus/misc/eip1559/eip1559.go#L60-L98 but I don't see it there nor anywhere else.

Apparently there is no such limit and I have been mislead by the fact that the base fee chart looked like there was a limit at 0.005. But looking further back, there are lower values.

$ cast base-fee -r https://mainnet.optimism.io 117300000
257

There is only a minSuggestedPriorityFee, but that is a totally different thing.
