Implement esgf-1.5-metadata-synchronizer

Implement software and a way to run it at regular intervals that synchronizes staging Globus Search metadata into the public ESGF2-US wide Globus Search index.

When the synchronizer runs an audit record should be generated with:

• Synchronize start timestamp
• Source Solr or staging Globus Search index
• Source query parameters used to retrieve metadata (Project and others)
• Target staging of public Globus Search index
• The number of metadata Dataset and File entries processed
• The Globus Search ingest UUID
• The Globus Search ingest response code
