[1.12] When editing an app, buildpack selection only loads default

Describe the bug

When editing an app, it looks like the buildpack selected for the previous build is failing to load what was used previously. Instead, it's showing buildpack:full as the default custom image. If the user proceeds, it will use that image (bionic) instead of the correct selection.

The selection should show what was used for that app previously, or at least the default deployed with epinio-server.
