hyprcursor being called in exec.conf but cursor format is not hyprcursor

what is the use of exec-once = hyprctl setcursor Bibata-Modern-Classic 24 when the cursor theme is not hyprcursor compatible? I downloaded https://github.com/ful1e5/Bibata_Cursor/releases/download/v2.0.6/Bibata-Modern-Classic.tar.xz as mentioned in https://github.com/end-4/dots-hyprland/blob/main/sdata/dist-arch/illogical-impulse-bibata-modern-classic-bin/PKGBUILD and the format is not hyprcursor.

Also i found this function but it is never beign called --
