Can we have the bazel toolchain auto-detect the clang version?

Currently we have to manually update this line each time the clang version changes:

emsdk/bazel/emscripten_toolchain/toolchain.bzl

Line 950 in e062c54

emscripten_dir + "/lib/clang/21/include",

Could we have the scripts/update_bazel_workspace.py do this automatically maybe?
