An LlmReference is somewhat similar to a Claude Skill. Currently we need to know which LlmReferences to include. It would be good to have a dynamic source of LlmReference instances that is chosen based on the prompt (using embeddings or a small LLM).
This could enable the power of the system to grow, safely through the deployment of more skills.
Note this doesn't need to be in the PromptRunner interface: We could simply make a call like withReferences(referenceSource.relevantReferences).
