Description
When activating element only current element has to be announced, not previous one for users using assistive technology.
Preconditions
Security -> Explore -> Users page.
Use Screen Reader (NVDA).
Steps to reproduce
1.Using only keyboard navigate to Query menu button by pressing Tab key.
2.Press Enter.
3.Navigate to Add filter.
4.Press Enter.
5.Observe the page and screen reader.

Notes:
Similar behavior with:
-when press Enter on AND button.
-when press Enter on Load Query button. All elements from previous dialog are announced ("Add filter button Apply to all button...).
-when press Enter on Clear button in Search field. Previous element (element before Search field) is announced "button Add filter".
