[Security:Explore:Users page]Enter a value field missing error text

Description
When the field has errors, text about error has to be present for the field that user would understand what is the error and how to fix it.

Preconditions
Security -> Explore -> Users page.

Steps to reproduce

1.Using only keyboard navigate to Add filter.
2.Select anything in Select a field.
3.Select any operator.
4.enter anything in Enter a value (f.e.: e).
5.Press Tab key.
6.Observe the page.

UI elements

Actual Result

• After navigating to another element, field gets red underline, but no error text.

Expected Result

• Error text is present below the field (like: entered value is non existing) after user navigates to another element.
