Description
Elements present on panel elements should be correctly announced so as not to confuse users, using assistive technology.

Preconditions
Security -> Explore page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Using only keyboard navigate through panel elements by pressing Tab key.
2.Observe screen reader.

Actual Result

  • It is announced as two elements in one "...button link...". Also heading level is announced.

Expected Result

  • Only one element should be announced (either button or link, but not both together). Heading level shouldn't be announced.
