Add color blind palettes to the picker #4396

Adding color blind palettes has been mentioned in the past, but I don't recall where it left off. It recently came up in a discussion on the Kibana repo as well. My questions are:

This is a great discussion starting point for not only more color blind palette options but more palette options in general. There's been more talk on the Kibana side by the DataVis and Maps teams around unified color palettes and even custom color palette options. My one worry is the continued overload of EUI to create, supply, and maintain these palettes when, essentially, they're subjective/primarily design-centric. I'm starting to think of palettes similarly to how we are starting to think of Illustrations and other design-centric assets, which is, that they maybe should live as a separate resource and owned by a specific team/group of teams. EUI, of course, would continue to provide display components for these palettes, but just not necessarily own the hex values. As for the direct topic of more color blind options, the way I see it is that this is a very personal (per user) option / setting. Meaning, that if a user has a specific sight deficiency, we should definitely provide the option to change the display to better suite their needs. But I'd be careful not to overload the actual color palette selector in the graphic/chart palette selection. Instead, I see this as a global user setting that would just adjust all charts to use an optional color deficient palette instead of the chosen one. Similar to user preference of light vs dark theme. |

Closing out some discussions; seems we have consensus on managing these outside of EUI. For that matter, we should consider pulling out the existing palettes, as well, once we have identified another home. |
