Observatory Purpose

Purpose statement

Observatory exists to turn repository and ecosystem evidence into understandable health signals without confusing metrics with organizational truth.

Need

an organization cannot improve coherently when quality, security, adoption, architecture drift, and operational state are scattered across repositories and providers.
