Rebuild the dacpac from the SQL project, not from the live database (#266)

The rebuild in #264 carried @namespace VARCHAR(100) across correctly, and it
also carried erwin@ and floris@ back in, because a dacpac extracted from a
running database contains whatever that database contains, and yours still
has the two users #262 removed from the sources.

This dacpac is built from src/Config_Database/SQL_FMD_FRAMEWORK.sqlproj, so it
contains exactly what the .sql files say and nothing else.

Identical in every element except the two users, the db_owner membership and
