Config changes to make use of subdomain resette.envirodatagov.org consistant

Currently accessing the service via resette.envirodatagov.org works fine, but as soon as you navigate away from the home/index page, the url reverts to the fly.io-native URL. Ex: https://edgi-cloud.fly.dev/db/risk_management_plans/homepage
