The way I designed the OSTI reporter needs to be refactored.

The module divisions are based on the information source (Elements db, pub-oapi-tools RDS, eSchol API, E-Link 2), which means the code does not read linearly. This was helpful in development, but makes maintenance slow and confusing.

Now that the connections are being split into the commons package, a rewrite won't be quite so odious, and I'd like to attempt it. I could set aside a day or two specifically for this.
