Issue Metadata: "Short Description" > "Cover Caption"

When editing Issue metadata in Janeway, some editors don't know that captions for issue cover images belong in the "Short Description" field and will sometimes put them in "Issue Description" instead:

Can the "Short Description" field title be changed to "Cover Caption"?

We previous did this by overriding templates -

Added template https://github.com/eScholarship/janeway_cdl_utils/blob/main/admin/core/manager/index.html

Then we need to update the django template inheritance in the settings.py which is not in version control, but can be found on servers.

Overriding templates adds maintenance overhead and in this case it's extra annoying because this label isn't coming from the template it's coming from the model form. Could we just send the issue description if the short description isn't there?
