Develop a tool to update legacy DOI records in Crossref on per journal basis

We need a programmatic way to update DOIs and resubmit Crossref records for legacy content that was registered before all of the DOI registration improvements Mahjabeen made previously. This is necessary in order to get our metadata in Crossref in better shape and also for enabling our journals to use the Similarity Check service to check for plagiarism.

It also will be useful in the future, as there will always be improvements to records we can submit to Crossref, so we will at various points need to update legacy records.

This should be enabled on a journal by journal basis and actual updates should begin with smaller journals already on Janeway.

(Old notes from @myucekul ). Overall approach - build updateDoiJournal that can take a date parameter and journal id and send updated DOI metadata to EZID for all the articles older than given date.

Do you want a command line tool or something with UI like the eschol publishing plugin in Janeway?

The UI would be great, except we'd only want CDL folks to be able to trigger it, right @justingonder ?

If we want UI, mock up will be great. It could be derived from screenshots of an existing UI and annotation on it.

Mtg w/JG & LS:

• Regardless of how the utility is triggered, it should log on a per journal basis, when it was last run, record errors, number of items updated, failed, etc.
• Would be best to have it in the CMS so that it only runs on published content and is extensible to non-journal/Janeway managed items.
