Problems related to new 'Preferred Timezone' profile attribute in Janeway #26

Janeway 1.7 has introduced a new attribute in users' profiles that lets them set a preferred timezone. By default, no timezone is set at the profile level. This results in the date and time being displayed as GMT in the UI in various places.
One place where this is causing a problem that will affect users is at the Pre-Publication checklist. If an editor clicks the 'Now' option, the publication date is captured as the current time, but in GMT. When they subsequently push the Publish button, publication of the item fails, presumeably because the GMT-based publication date is seen as in the future by the eScholarship Publishing Plugin.
There are likely other places where this will cause problems and folks should add those here as they are discovered.
