RT2 shouldn't allow deposit of encrypted PDFs #88
Description
Why
RT2 seems to allow the deposit of encrypted PDFs. subi's PDF converter can't add a cover page to encrypted PDFs -- and those wouldn't fit out definition of OA, so we would like to prevent them.
For investigation:
- should this throw an error on subi side?
- should this throw an error RT2side?
- does deposit of this PDF result in error if done via Janeway or subi?
- is this significant enough that we should address it now?
Conclusion is that this probably isn't significant enough an issue to deal with now.
