How about we make it so badge service presents a Badge collection, that can be subscribed to by the scanner app, and provides a list of all the badges relevant to the current event, including global / common ones.
It should allow the user to create badges, with an image upload form. Eventually it can provide tools to auto hexagon any image ;-)
So we'd create a badge on the badge service by adding a unique name for it and an image and adding it to the collection. The scanner would then be able to award it and the server will be able to render them, as the path for a badge will be deducible from it's badge name.
