New bike, PID problem

Hello, I recently changed my bike and am experiencing PID control issues. When I set a target of 100 watts, the resistance oscillates between 90 and 110 watts instead of maintaining a steady output. I've tried decreasing the erg sensitivity (Kp) and increasing the derivative gain (Kd), but even with Kp set below 1, the oscillation problem persists. I'm using hardware V2 with Assioma power meters.

I dunno, +-10w is pretty tight for human power. Is the knob spinning either way fast?
