Any way to change this setting from env variables?

As described in https://www.php.net/manual/en/configuration.file.php, php.ini supports ${FOO} style environment variable references, so you could create an image or file that includes an environment variable reference in that way.

(The image does not contain any that I'm aware of by default.)
