Digital Land Builder - Validation of Date Formats #238

Digital land builder failed (see https://github.com/orgs/digital-land/projects/9/views/14?pane=issue&itemId=94014960&issue=digital-land%7Ctechnical-documentation%7C237) because the dates recently added to source.csv were of the DD/MM/YYYY format, whereas DLB requires the YYYY-MM-DD format (the pipeline is more forgiving, so this did not encounter the same issue).

In order to prevent this sort of issue re-occurring, we need to either

allow digital land builder to be more flexible with the dates it accepts
or
enforce validation of the dates in he configuration.
