安全地、大批量拉黑，放缓请求速度？或者给官方 API 高昂付费来拉黑？

这里是一个实际的例子: likers-blocker 实现了一个拉黑队列, 减缓 api 调用速度.

我们可以超一个轻量级的实现出来.
