Overview

Support the ability for users to run datumctl serve to expose a local port over Datum's Network.
Allow the resulting endpoint to be accessed from: a) the world, b) behind a Datum Gateway (anycast proxy), c) via a Datum Client (to be known as datumctl connect).

Expected Impact

This method creates a "stupidly easy" method to get a service onto the Internet. datumctl serve can be run on a laptop, a Raspberry Pi, a server at Digital Ocean, an instance at GCP, or in a K8s clusters at AWS. datumctl serve forms half of a "Virtual Cross Connect" in software.
