Look into geohash/geotimehash Concepts and STAC Extension Idea

• Before doing any of this, finish MVP for STAC GeoParquet #1 and MVP of Convert StatCan Geographic Boundaries ISO 19115:2003 XML to "Systems Ready" Metadata #2
• Filenames should still be human readable, this is a requirement. Keep the current file naming convention as it is the best way I have found to conceptually represent Canadian data
• Do lit review on geohash/geotimehash. I don't have access to journal articles, so will need to do my best.
• Look deeply into details outlined in `hash`/`geotimehash` extension for spatio-temporal sorting and partitioning radiantearth/stac-spec#1378
• Workout a new Data for Canada file naming convention that integrates its concepts
• Put example files in Source Coop. Orthoimagery data package would be the easiest to apply this to
